Well, TCP/IP came about in 1983 and as far I know, DOS came about in 1981. From my understanding of DOS, they did try to implement a separate program to run TCP/IP in DOS but testers that reviewed it said it sucked. I believe it then found its way into the Windows 3.1 workstation version of some form of another. It has been a long long time since I cared about DOS to research it.
There is a reason why a lot of games can't be played from the days of Win95 and the answer is simple... they were written in 16 bit!
Technically Microsoft has had a better backwards compatiablity, through forced they were by end users and businesses who would have ended Microsoft. As you may or may not know, Microsoft has ended support for Windows 95, so it isn't really a issue of emulating 16 bit programs as the reason of why you would want to play a game... oh yeah Populas (wrong spelling) I downloaded an old version and it runs like crap on XP, so I kind of see your point.
Most of the older games can be rewritten in Managed C++ or Java for 32 bit and made better and quickly. The APIs that exist now would make quick work of most of the games back then. In fact, I've seen a few old DOS games implemented in Flash and/or Java. There are even a few that are rewritting some of the more popular ones.
If you love DOS, and I mean, really really love DOS.
There is a open source project that allows you to install and boot in to DOS. The nice thing about it is that you can put it on your flash drive. I took a look at the code base when I was interested in creating my own OS (not a good idea for beginners) a while back (probably 2 or 3 years ago and then again 5 years ago).

Well, it is a bitch to get games that use DirectX (which is most of them) to work on Linux. There is a company that does a fairly good job (from my reading) of it, but they charge (which should be cool since Linux is free if you download and burn it to CD. I have heard that Games run faster on Linux once you get the damn thing to run. Since there isn't any overhead of Windows to slow you down.

I remember an article from the onion site that said that this unattractive guy has a huge cock and would wear a t-shirt that said, "I have a huge 8 inch cock" I would have added, but I never get laid.
