Wind filter in Photoshop. Looks like they did it a couple times from each direction.

Filters > Stylize > Wind.

the people are models like from a game or something
but they look like a drawing

Err... I dunno. Looks kinda like a combination of cranking up the Levels contrast, a little bit of Find Edges, and some Wind. Why don't you just ask whoever made the pics?
